2019年,我国坚持内涵式发展理念,高等教育稳定发展,进入普及化阶段,质量持续提升。本科教育提质创新,高等职业教育迎来大改革大发展,区域高等教育集群效应初显。然而,中国高等教育也面临着一些问题和挑战,本科教育教学改革有待进一步深化,应用型高校转型问题及同质化倾向依然存在,高等职业教育质量提升尚有较大空间,民办高等教育价值观念有待进一步转变。2020年是高校“双一流”建设一期任务的大考之年,“双一流”建设成效显著;2020年也是“十三五”规划收官之年,中国已建成世界上规模最大的高等教育体系,高等教育对外开放迈上新台阶。未来,围绕建设高等教育强国目标,我国将致力于转变人才和科研评价导向,建设高质量教育体系,推动高等教育高质量发展。鉴于此,我国应进一步深化高等教育改革,发挥“双一流”建设高校的引领作用,明确应用型本科高校发展定位,进一步提高高等职业教育质量,为新时代中国社会经济高质量发展提供强有力支撑。
<<In 2019,adhering to the concept of connotative development,the scale of Chinese higher education has developed steadily and the quality has continued to ascend,leading to great progress in many aspects. Both the quality and growth of undergraduate education have been enhanced;higher vocational education has ushered in major reforms and development;the cluster effect of the integrated development of regional higher education has begun to show;the governance system and governance capabilities of higher education institutions have been significantly improved;the construction of the faculty team has made remarkable achievements,and the role of private higher education has become more prominent. 2020 is the final year of the 13th Five-Year Plan,during which China has built the world’s largest higher education system,with the approaching of the popularization of higher education and the increasing of opening-up in higher education. Meanwhile,the year 2020 has also witnessed the mid-term appraisal of the first-phase construction of the “double world-class” universities,and the appraisal on the effectiveness of the “double world-class” construction basically reached the target. However,the reform of undergraduate education and teaching in China needs to be deepened;the problem of transformation and the homogeneous development of application-oriented higher education institutions still exists;there is still much to be improved regarding the quality of higher vocational education,and the value of private higher education needs to be perfected. It is recommended to further optimize the discipline layout of the “double world-class” construction,strengthen the building of the first-class undergraduate courses,intensify the development positioning of application-oriented higher education institutions,improve the quality of higher vocational education,and boost the building of the faculty team in higher education institutions.
