There are a large number of poor persons with disabilities in rural areas of the Yunnan province and Guizhou province. The people there remain in the deep poverty so that there are fairly big difficulties for them to get rid of poverty. After the implementation of the targeted poverty alleviation strategy，according to the characteristics of rural poor persons with disabilities，the two provinces have issued a series of policy documents and taken various measures to boost the persons with disabilities out of poverty. Yunnan has explored poverty alleviation workshops，poverty alleviation bases，and poverty alleviation for the blind；Guizhou has established the “1+4+n” poverty alleviation system，innovated the East-West cooperation mode，and explored the transformation of disability insurance fund into shares. These practices have achieved good effects and have certain influence in the whole country. The poverty alleviation of the persons with disabilities in Yunnan and Guizhou are also facing more serious situation，the following questions are included：the high risk of returning to poverty，the difficulties of poverty governance，and the weak ability of poverty local governance. The future policies should further strengthen the social protection network for the persons with disabilities based on the principle of “security first”，and further enhance the sustainable development abilities of the persons with disabilities and their families based on the principle of “development first”.
