The fundamental value of the notarization system in China lies in maintaining “the stability of the legal order.” Facing the new “Internet +” social development model，it is of urgency to keep pace with the times and carry out notarization informatization construction. In the information age，the key for the notary industry to continue to highlight the system value and realize the notarization mission depends on the following aspects：to actively explore the feasible path of the organic integration of notarization function and information technology，to reinterpret and show equivalent effects of identity recognition，acceptance of intention，behavior credit enhancement，evidence fixation，fact confirmation，supervision of implementation by means of information technology on the basis of ensuring that the core value，function，and attribute of notarization system remain unchanged，and to create a new mode of information-based notarization thus to achieve a qualitative leap in notarization service capabilities.
