近几十年,英国一直存在住房危机,特别是在房价较高、消费水平较高的大城市,住房危机更为严重。英国城市中心研究院于2020年6月发布研究报告,分析了英国导致住房短缺的原因,认为关键在于“强计划、轻市场”的住房规划系统。这种规划系统导致开发商住房建设速度趋缓、新房质量差、区域不平等、住房供需市场扭曲等。报告指出通过制定更灵活的土地功能分区规划来应对住房危机,重视土地价值、促进土地灵活使用、逐步纳入欠发达地区土地进行功能分区、重视公众咨询和土地开发统一税费征收等,值得参考借鉴。
<<In recent decades,there has been housing crisis in the UK,especially in large cities with higher housing prices and higher consumption levels. The housing crisis has become more serious. The British Center for Cites Research Institute released a research report in June 2020,which analyzed the causes of the housing shortage in the UK,and believed that the core problem causing the housing shortage in the UK lies in the housing planning system. This kind of highly planned housing system will lead to problems such as a slowdown in housing construction,poor quality of new building houses,regional inequality,and distortion of housing demand. The report pointed out that the establishment of a “flexible zoning system” can improve the housing crisis. According to their suggestion,land use efficiency should be paid more attention to,and government should establish flexible land use system,as well as implement a unified land development tax rate,which is worthy of reference for China.
