In recent decades，there has been housing crisis in the UK，especially in large cities with higher housing prices and higher consumption levels. The housing crisis has become more serious. The British Center for Cites Research Institute released a research report in June 2020，which analyzed the causes of the housing shortage in the UK，and believed that the core problem causing the housing shortage in the UK lies in the housing planning system. This kind of highly planned housing system will lead to problems such as a slowdown in housing construction，poor quality of new building houses，regional inequality，and distortion of housing demand. The report pointed out that the establishment of a “flexible zoning system” can improve the housing crisis. According to their suggestion，land use efficiency should be paid more attention to，and government should establish flexible land use system，as well as implement a unified land development tax rate，which is worthy of reference for China.
