The Covid-19 bring sunprecedented challenges to the economic development，the public health system，and the ethnicity equality in the United States. The National League of Cities has been tracking changes in urban governance policies of the American cities since March. Through an analysis of the public speeches given by the American mayors from January to April，this report points out the urban vision and mission，the urban economic status，the problems in the public health system，and the social issues that need to be improved. Moreover，this paper highlights the policy tendency of the American cities to deal with the dual crises of the health and economy and demonstrates the focuses and difficulties of urban governance under the pandemic.
