马克思主义城乡关系理论揭示了城乡关系从分离到融合演进的总体趋势。党的十九大报告提出,建立健全城乡融合发展体制机制和政策体系。上述理论与文件为东北地区城乡融合发展提供理论支撑和指明方向。本文基于城乡融合发展的概念构建评价指标体系,包括要素配置合理化、产业发展融合化、公共服务均等化、基础设施一体化、生态环境绿色化、居民生活共享化等6个一级指标和24个具体指标。运用评价模型测算得出:2008~2018年,东北地区城乡融合发展总体呈现水平上升、位次保持稳定的态势,但也存在与东部地区差距扩大、与西部优势缩小的特点;其中,辽宁城乡融合发展处于东北地区首位、吉林与黑龙江位次交替上升,均与各自对口合作省份的差距呈现扩大的特点;生态环境绿色化与产业融合化成为城乡融合发展的两大“亮点”。研究结果为各级政府在新冠肺炎疫情防控常态下加快城乡融合发展提供决策咨询和智力支持。
<<The Marxist theory of urban-rural relationship reveals the general trend of urban-rural relationship from separation to integration. The report to the 19th CPC National Congress calls for establishing and improving systems,mechanisms and policies for integrated urban and rural development. The above theories and documents provide theoretical support and point out the direction for the integrated development of urban and rural areas in Northeast China. Based on the concept of urban-rural integrated development,this paper constructs an evaluation index system,including 6 first-level indicators such as rationalization of factor allocation,integration of industrial development,equalization of public services,integration of infrastructure,greening of ecological environment,and sharing of residents’ life,as well as 24 specific indicators. Based on the evaluation model,it can be concluded that during the period of 2008-2018,the overall level of urban-rural integrated development in Northeast China has risen and its ranking has remained stable,but the gap with the eastern region has widened and the advantages with the western region have narrowed. Among them,the urban-rural integrated development of Liaoning takes the first place in Northeast China,and Jilin and Heilongjiang alternately rise in rank,respectively showing a widening gap with their partner provinces. Green ecological environment and industrial integration have become two “highlights” of urban-rural integration development. The results of this study provide decision-making advice and intellectual support for governments at all levels to accelerate the integrated development of urban and rural areas under the normal situation of epidemic prevention and control in the New World.
