Public libraries in China have developed rapidly since the reform and opening up，which has significantly promoted the public’s sense of cultural acquisition and happiness. This paper takes the 40-years development of the public libraries in Hubei Province as an example，and explains the changes in library management standards，resource construction，business range，service patterns，and foreign communication，an integrated reflection on the status quo and future development of public libraries.
