本报告提出科技服务业发展水平的SP-B-C(服务机构发展—业务发展—客户发展)三维度测度模型,采用熵权法赋权对长江经济带各省市科技服务业发展水平进行评价。基于评价结果采用空间泰尔指数进行区域差异测度与结构分析、采用耦合协调度模型进行协调发展状态分析,利用地理探测器进行驱动因素分析和风险区域识别。研究结果显示:长江经济带各省市科技服务业发展水平时序上表现为稳步上升趋势,空间上呈东高西低梯度格局;长江经济带各省市间发展水平差异程度小于全国水平,且呈下降趋势,上、中、下游之间的区间差异是造成发展不平衡的主要原因。从机构发展、业务发展和客户发展三者耦合关系来判断,长江经济带各省市科技服务业协调发展水平不断提升,协调水平较高地区为上海、江苏和浙江。因子探测和交互作用探测发现科技服务业发展的驱动因素由强到弱依次是创新活动强度、人力资本、经济发展水平、产业结构、经济开放度、政府支持,驱动因素两两交互作用为双因子增强型。风险探测表明长江经济带科技服务业发展的风险区域(低值区域)主要集中在中上游地区。
<<From the perspective of institutional development,business development and customer development,this report proposes the SP-B-C three-dimension model for measuring the development level of science and technology service industry,and evaluates the development level of science and technology service industry in Yangtze River Economic Belt by using entropy weight method. Based on the evaluation results,spatial Theil index was used for regional difference measurement and structure analysis,coupling and coordination degree model was used for coordinated development state analysis,and geographic detector was used for driving factor analysis and risk area identification. The results show that the development level of science and technology service industry in provinces and cities of the Yangtze River Economic Belt shows a steady upward trend in time series and a spatial gradient pattern of high east and low west. The development level difference in the Yangtze River Economic Belt is smaller than the national level,and shows a downward trend. The interval difference between upper,middle and lower reaches is the main reason for the development imbalance. Judging from the SP-B-C coupling,the coordinated development level of science and technology service industry in the Yangtze River Economic Belt has been constantly improved,with Shanghai,Jiangsu and Zhejiang having higher coordination level. Factor detection and interaction detection show that the driving factors of the development of science and technology service industry in the Yangtze River Economic Belt from strong to weak are Intensity of innovation activities,human capital,level of economic development,industrial structure,economic openness,government support. And the pin-two interaction of these driving factors is double-factor enhancement. The risk detection shows that the risk areas are mainly concentrated in the middle and upper reaches.
