    2018年长江经济带工业绿色转型发展报告

    摘要

    长江经济带工业绿色转型在建设生态文明实践中具有重要地位。本报告以中国30个省市和长江经济带110个地级及以上城市为样本,首先采用熵权法-Topsis评价模型研究长江经济带工业排污强度,然后分别利用Super-SBM模型和非参数型核密度估计分析长江经济带工业绿色转型效率的静态和动态演变特征,最后利用GlobalMalmquist-Luenberger指数和投入产出冗余度探析长江经济带工业绿色转型的动力和效率损失来源。研究结论表明:长江经济带工业排污强度呈逐年降低态势,与全国水平差异较小,地区间差异较小。长江经济带工业绿色转型效率低于全国平均水平,整体呈“收敛”态势;上中下游地区间差异扩大,三大城市群交替领先,演变特征差异较大。长江经济带工业绿色转型的动力来源于绿色技术效率和绿色技术进步,损失来源于投入和产出两端;上中下游地区和三大城市群工业绿色转型动力和效率损失来源各不同。对此,建议加快推进长江经济带中上游地区重污染城市工业绿色转型,同步推进长江经济带工业绿色转型的绿色技术追赶效应和外溢效应,以降低工业生产投入产出的结构性冗余为重要目标推动长江经济带节能减排政策精准落地。

    Abstract

    It is a great practical significance to study the green transformation of industry in Yangtze River Economic Belt. This paper take 30 provinces of China and 110 city in Yangtze River Economic Belt as sample. Firstly,study the heterogeneity of pollution discharge in the Yangtze economic belt by using the entropy weight method—Topsis evaluation model. Secondly,measure the industrial green transformation efficiency of Yangtze River Economic Belt by Super—SBM model,and analysis the dynamic evolution characteristics by the nonparametric kernel density estimation. Finally,analysis the source of power and loss. by using index of Global Malmquist—Luenberger and input—output redundancy. The results show that the pollution intensity of Yangtze River Economic Belt is nearly equal to the national average level,and the spatial difference is not significant. The efficiency of industrial green transformation in Yangtze River Economic Belt shows a trend of “convergence”,and lower than the national average level. The spatial difference between the upper,middle and lower reaches of Yangtze River Economic Belt is widened. The evolution features between the three major urban agglomeration are quite different. The driving force of the green transformation of Yangtze River Economic Belt mainly comes from the green technology efficiency and the green technology progress. The loss of efficiency is mainly due to the redundant input and undesired redundant output. The driving force and efficiency loss of industrial green transformation are different between the upper,middle and lower reaches of Yangtze River Economic Belt,so as to the three major urban agglomerations. To summarize,it is suggested to accelerate the green industrial transformation of heavily polluted cities in the upper and middle reaches of Yangtze River Economic Belt,promoting green industrial transformation according to heterogeneity of pollutant discharge,and promote the energy conservation and emissions reduction policies in Yangtze River Economic Belt based on the structural redundancy of industrial production input and output.
