本报告基于2003~2017年全国30省市的面板数据,采用似不相关回归、偏最小二乘回归和熵权法分别测度技术进步偏向、要素相对配置扭曲和工业高质量发展,运用FGLS回归实证检验了技术进步偏向对长江经济带工业发展质量的影响和要素相对配置扭曲在这一过程中的调节作用。结果显示:内生性技术进步偏向通过降低非研发型劳动配置比率加快劳动密集型产业向资本密集型产业和技术密集型产业更替,推动工业发展质量提升,这一效应在长江经济带下游地区较为突出。溢出性技术进步偏向和外源性技术进步偏向通过降低资本的配置比率对工业发展质量产生了“双刃剑”效应:增加具有效率优势的研发型劳动投入缓解了机会效率损失,但也会因资本相对非研发型劳动配置过剩而加剧资本密集型产业向劳动密集型产业退化,陷入依赖外部技术导致的低端锁定陷阱,阻碍工业发展质量提升,这一效果在中上游地区较为突出。推动长江经济带工业高质量发展,必须因地制宜制定适宜的技术进步策略,加快淘汰工业低端落后产能、优化资本配置效率,提高工业绿色技术创新能力和绿色技术效益。
<<Based on the panel data of 30 provinces across the country from 2003 to 2017,this report uses seemingly uncorrelated regression,partial least square regression and entropy weight method to measure technological progress bias,relative factor allocation distortion and industrial high-quality development,and uses FGLS regression to test empirically. The influence of technological progress bias on the quality of industrial development in the Yangtze River Economic Belt and the adjustment effect of the relative configuration distortion of factors in this process. The results show that endogenous technological progress accelerates the replacement of labor-intensive industries to capital-intensive industries and technology-intensive industries by reducing the ratio of non-R&D labor allocation,and promotes the improvement of the quality of industrial development. This effect is more prominent in the lower reaches of the Yangtze River Economic Belt. Spillover technological progress and exogenous technological progress have produced a “double-edged sword” effect on the quality of industrial development by reducing the allocation ratio of capital:increasing R&D labor input with efficiency advantages eases the loss of opportunity efficiency,but it will also be due to capital relative The overallocation of non-R&D labor has aggravated the degradation of capital-intensive industries into labor-intensive industries,and has fallen into a low-end lock-in trap caused by dependence on external technologies,hindering the improvement of the quality of industrial development. This effect is more prominent in the upper and middle reaches. To promote the high-quality industrial development of the Yangtze River Economic Zone,it is necessary to formulate appropriate technological advancement strategies based on local conditions,accelerate the elimination of low-end industrial production capacity,optimize the efficiency of capital allocation,and improve industrial green technological innovation capabilities and green technological benefits.
