从全球留学发展情况来看,英国脱欧将会对欧洲地区留学产生重要影响,包括签证、学费以及就业政策等,都将影响欧盟国家学生赴英留学的积极性;美国仍然是世界第一大留学目的地国,“拜登政府”执政后美国留学产业的发展仍有待进一步观察;中国公派学生和部分技术领域学科学生赴美留学难度加大,赴美留学的积极性持续走低,但由于中国学生出国留学的需求总体稳定,中国学生留学的国家和地区将更趋于多样化;海南自贸港、粤港澳大湾区和北京、上海等自贸区的建设与发展,为中外合作办学带来了新的机遇,“在地留学”在新冠肺炎疫情的影响下将可能成为新的趋势。受到疫情传播风险,以及签证限制、边境管控和航班缩减等疫情防控措施的影响,以跨境流动为主要特点的留学发展面临挑战,全球众多高校也因留学生减少而出现经费紧张的情况,严重制约了学校的可持续发展,将可能会有更多高校参与到吸引留学生的竞争中来,对于学生选择出国留学来说可能会是一个较好的窗口期,但全球顶尖高校的竞争压力将会增加。从海归回国发展情况来看,中国海归人数持续增加,国际人才储备进一步扩大,且海归返乡发展热情较高,新一线城市对海归吸引力持续增加。报告还针对当前中国留学发展的情况与特点,从顶层设计、留学去向、中外合作办学、中国国际学校、留学人员权益保障和留学人员回国发展等角度提出相关政策建议。
<<The world today is undergoing major changes unseen for a century. On the one hand,international relations have been severely impacted under the influence of unilateralism and protectionism,and the global trend of studying abroad is shifting to open regions;on the other hand,the unexpected global pandemic brought the severe challenge to the development of global student mobility which has been significantly affected by politics. From the perspective of the development of the global student mobility,Brexit will have a large impact on studying abroad in Europe,including visa,tuition and employment policies. All those aspects will affect the enthusiasm of students from EU countries to study in the UK;the United States is still the most popular country for foreign students to study abroad,while the question if the Biden Administration can be successfully save the industry of American study abroad still need to be further observed. It is more difficult for Chinese public-sponsored students and students in certain technical fields to study in the U.S.,and the enthusiasm for studying in the U.S. continuous to decline. However,as the demand for Chinese students to study abroad is generally stable,the distribution of countries and regions where Chinese students studying abroad will become more diverse;the construction and development of the Hainan Free Trade Port,the Greater Bay Area,and the free trade zones such as Beijing and Shanghai have brought new opportunities for sino-foreign cooperation in education. “Studying abroad at home” may become the new trend under the influence of COVID-19。From the perspective of the impact of the epidemic on studying abroad,the development of studying abroad with cross-border mobility as the main feature is facing challenges,and many universities cut the budget because of the reduction of the number of international students,due to the spread of the epidemic and the impact of epidemic prevention and control measures such as visa restrictions,boarder controls,and flight reductions. This dilemma would impel more universities to participate in the competition of attracting international students. This may be a window period for students to study aboard,while the pressure of competition for the top universities in the world would increase. Based on the perspective of the development of overseas returnees,the number of returnees in China continues to increase,the international talent pool is further expanded,and the enthusiasm for the development of returnees is higher,the attractiveness of new first-tier cities to returnees continues to increase. The report also put forward relevant policy recommendations from the perspectives of top-level design,the destination of studying abroad,Sino-foreign cooperation in running schools,Chinese international schools,the protection of the rights and interests of overseas students,and the development of overseas students returning to China.
