Since the founding of the People’s Republic of China，the legalization process of immigration and exit-entry administration in China has undergone twists and turns and kept moving forward. As the cause of socialist construction enters a new era，Legalization of Immigration and Exit-Entry Administration is ushering in a new stage of development. In this new historical period，it is necessary to strengthen the top-level design and overall planning，improve the legal system of immigration and exit-entry administration，and build a legal and operational system of immigration and exit-entry administration with Chinese characteristics in the new era.
