当前,全球人才流动体现出规模增大、流速加快的趋势,各国围绕高层次科技人才的竞争日趋激烈;同时,普遍的人才流失现象,以及国际形势对人才流动影响加剧等因素也为人才流动的全球治理带来挑战,而人才合作共识、对话平台和流动数据的缺失进一步加大了人才流动治理的难度。在此背景下,本文对主要国际组织的运营模式进行分析,提出了建立“国际人才组织联合会”的全球人才治理创新方案。在本文构想中,这一联合会将广泛邀请全球知名人才组织、机构、协会等参与,具备国际对话机制建设、人才交流服务平台构建与信息集成等职能,为促进全球人才交流合作做出应有贡献。
<<At present,the talent flow around the world has the trend of increasing scale and accelerating flow rate,while the competition around high-level scientific and technological talents in various countries is becoming more and more intense. At the same time,the widespread brain drain phenomenon,as well as the frequent talent flow due to globalization bring challenges to the global governance of talent flow. The lack of consensus on talent cooperation,dialogue platform and mobile data further increases the difficulty of talent flow governance. In this context,this paper refers to the operation mode of major international organizations and puts forward the innovation scheme of global talent governance to establish the Alliance of Global Talent Organizations (AGTO). The authors believe the AGTO would widely invite world-renowned talent organizations,institutions,and associations into the construction of international dialogue mechanism,talent exchange service platform and information integration system,to promote the exchange and cooperation of global talents.
