Based on the GBEE-CRAS 2020，28 CSR reports released by the Shanghai municipal state-owned enterprises are assessed and analyzed in this research. After annual comparison and the comparison with the average level of companies all over China and the level of central SOEs，suggestions are proposed accordingly. It is found that the target report number and quality have increased steadily，the innovation and readability of the reports have been significantly improved，and the materiality needs to be further strengthened. The Shanghai municipal state-owned enterprises need to pay more attention to the value of social responsibility work，enhance their ability of social responsibility management，and better play the role of social responsibility report in promoting internal management and external communication，so as to enhance the competitiveness for sustainable development.
