The United Kingdom has a long history of lottery. With the development and evolution of lottery culture，charity gradually sprouts and integrates into its core，thus deriving the “National Lottery” for the purpose of public welfare，and achieving the perfect integration of lottery and charity. Relying on the unique operating mechanism of public-private combination，the UK National Lottery has continuously expanded the scale of public welfare funds and carried out social welfare projects in seven major fields，committed to “making the UK better”. This article analyzes the management system，operating mechanism，and contribution categories of UK national lottery，displays its operating model in an all-round way，and through comparative analysis with China Welfare Lottery to understand the difference between the two，in order toget some reference and inspiration from it.
