In recent years，with the rapid growth of lottery sales，as well as a series of problems exposed by the special audit of lottery，Chinese lottery gradually moves to the center of public vision，and becomes a field of high social concern. Many experts and scholars have begun to pay attention to the attributes and positioning of lottery，and have done lots of studies about the impact of lottery on social welfare. By explaining the functions and attributes of lottery，this paper analyzes the macro and micro environment of Chinese Welfare Lottery after the 19th CPC National Congress，and explores the orientation of national lottery in the new era. After argumentation，this paper believes that the Chinese Welfare Lottery in the new era has the attributes of politics，public welfare and entertainment. Based on this，we put forward some policy suggestions.
