In 2018，China’s welfare lottery industry developed steadily. The rapid growth in the sales of several lottery games has led to a large increase in whole country’s lottery sales. While the sales growth of welfare lottery is lower than that of sports lottery，the efficiency of public welfare fund raising continues to lead. This article comprehensively sorts out the development of my country’s lottery market in 2018，especially the development of the welfare lottery market；summarizes the situation of the central special lottery public welfare fund projects，the Ministry of Civil Affairs public welfare fund projects，and the provincial lottery public welfare fund projects in 2018. The article summarized the progress of welfare lottery in related government regulations，system construction，channel construction and marketing，social responsibility activities. Faced with multi-dimensional market dilemmas and in-depth development problems，the article proposed four suggestions for accelerating legislative and institutional reforms，enhancing the competitiveness of welfare lottery institutions，enhancing customer experience，and establishing an open and transparent public image.
