In 2019，the construction of business environment in Fengxian District has achieved remarkable results. In 2020，the coronavirus pandemic brought severe challenges to the survival and development of SMEs. In this chapter，by combing the results of optimizing the business environment in Shanghai and Fengxian District during the epidemic period，the effectiveness and pertinence of the existing policies and measures to optimize the business environment in Fengxian District are evaluated. The management system of business environment and the modernization development level of governance capacity are analyzed，and the remaining problems are found. We could find breakthroughs in further improving Fengxian’s business environment，explore the path to optimize the business environment of Fengxian in the context of normalized epidemic prevention and control，and put forward countermeasures and suggestions to improve the business environment in Fengxian District under the new situation.
