Fengxian district engaged in constructing national science and technology innovation area for small and medium enterprises，by providing convenient policies. The government of the district has made the “Three-year action plan”，a short-term plan. According to the detailed indicators listed in the plan，the main responsibilities of all departments will be clarified. With the policies from the Shanghai Pivot Free Trade Zone，Fengxian district should still fix deficiencies，make systematic plan，and search actively for district-based characteristic policies. The industry aggregation driven by the Oriental Beauty Valley and the Future Space Innovation Area can promote the aggregation of small and medium enterprises of science and technology. In addition，the indicators in the action plan can still be optimized. We suggest to include the statistical indicator that supervises the science and technology innovation.
