The process of urban-rural integration in metropolitan area can be divided into three strategies：（1）The central city becomes the economic center of the metropolitan area under the agglomeration effect. （2）The development trend of urban-rural integration in the economic field under the diffusion effect. （3）The comprehensive economic and social integration of metropolitan area，forming a highly integrated social and economic system. At present，the biggest difficulty in the development of urban-rural integration in China’s metropolitan areas is the institutional barriers. The construction of new industrial city provides a platform for breaking these barriers. The New industrial city promotes the spatial integration of urban and rural areas in the metropolitan area through the integration of urban and rural planning，accelerates the industrial integration of urban and rural areas in the metropolitan area through the restructuring and reconstruction of industrial chain，promotes the social integration of urban and rural areas in the metropolitan area by the inclusive sharing of basic public services，and facilitates the integration of urban and rural elements in the metropolitan area through institutional innovation.
