Advanced development of the metropolitan area is one of the most important ways to realize the high-quality development of China’s economy. However，there are some problems in the development of China’s metropolitan area，such as the imperfect construction of the industrial system，the low level of integration of infrastructure and public services，the low degree of urban-rural integration，and the neglect of the ecological environment. The construction of the New industrial city plays an important role in promoting the development of high-end metropolitan areas：（1）Government enterprise cooperation promotes more scientific industrial planning in metropolitan areas. （2）Reasonable industrial layout accelerates industrial transformation and upgrading in central cities. （3）Industrial agglomeration drives rural modernization. （4）Optimal allocation of resources encourages the high-end industry. The construction of the new industrial city is to promote the high-end development of the metropolitan area industry by improving government service，optimizing the coordination of urban industrial division，building a talent team，accelerating the integration of infrastructure construction，and strengthening the construction of ecological civilization.
