Basic education in Jiangsu developed steadily in 13th five-year period. The fast scale expansion of preschool education，the balanced development and quality improvement of compulsory education，the curriculum reform in senior high school education aiming at the new plan of College Entrance Examination in Jiangsu. The modernization of governance system and capacity made new progress. The insufficient financial input，slow progress in the balanced development and quality improvement are the main problems at present，and also will be in 14th five-year period. The Countermeasures in deepening the reform of system and mechanism include following three aspects：institutionalization of financial input，perfecting system of urban-rural Integration and high-quality equilibrium in compulsory education，and establishing and perfecting the quality guarantee mechanism in basic education.
