Jiangsu Province has never relaxed the construction of food security. In recent years，the comprehensive production，processing and sales capacity of grain have been significantly improved，and the level of collection and storage service and management systems have been significantly enhanced. These achievements were inseparable from the strong support of system，talent，and finance，as well as the continuous improvement of brand，quality and technology. Facing the complex and changeable macro environment at home and abroad，we should fully grasp the major opportunities such as reshaping the international structure，superimposing national strategies，and transforming the grain industry，and actively respond to the crisis challenges such as trade protection，imbalance between supply and demand，single structure，regional differences and resource constraints. During the “14th Five-Year plan” period，it is necessary to set up the development ideas of global strategic balance goal，encourage nutrition and health consumption，enhance industrial competitiveness，and strengthen emergency early warning security. In order to promote the high-quality development of grain industry，it puts up some suggestions，which include to improve effective supply，expand industrial economy，promote innovation，implement precise support and improve macro-control，and so on.
