To form the best ratio among the three industries and to construct positive relationships between manufacture and services are two relations to be handled in order to improve the industrial basis in Jiangsu. The main questions about the advanced industrial basis lie in the two relations above mentioned which can not be resolved. Modernization of the industrial chains in Jiangsu should be one of the high-quality development of its manufacture，and enough experiences in OEM will become the base on improving Jiangsu’s industrial chains. According to these questions and present situations，Jiangsu needs to reform its ways of thinking，strategic decisions，markets of productive factors，and so on.
