The integration development of Nanjing-Zhenjiang-Yangzhou and Suzhou-Wuxi-Changzhou metropolitan areas is an important way and key step for Jiangsu to integrate into the national strategy of Yangtze River Delta regional integration. Based on the related theories of metropolitan integration，the paper firstly reveals the problems existing in the integration of transportation infrastructure，the division of industrial structure between cities，the unified opening of the big market and the cooperation and coordination between cities，and puts forward the corresponding improvement direction. Then，on the basis of setting the overall and specific development goals of the two metropolitan areas，the paper brings forth the basic ideas for metropolitan integration，in terms of coordinating the interest relationship，improving the governance mechanism，clarifying the city orientation，and grabbing the institutional bonus. Finally，the countermeasures for Nanjing-Zhenjiang-Yangzhou and Suzhou-Wuxi-Changzhou metropolitan integration are put forward，related to strengthening the planning convergence，improving the infrastructure integration，optimizing the industrial system and spatial distribution，constructing the mechanism of resource sharing and policy coordination，and strengthening the institutional guarantee of integration.
