Since the 19th National Congress of CCP，2017，Jiangsu has made remarkable achievements in upgrading industries，building beautiful cities，developing green recycle economy，and constructing Yangtze River Economic Belt. The project Building Beautiful Jiangsu（BBJ）mainly focuses on enhancing space layout，building beautiful cities，building beautiful countryside，cultivating the brand of water town culture，and strengthening the workforce overall. However，there are still some issues that needs to be addressed，1）the hard constraining conditions of environment and resources as well as limited ecological carrying capacities，2）the paradox between heavy chemical industry and green development，and 3）the shortages of funding，infrastructures and human resources. This study proposes the following policy advices，1）designing mechanisms for ecological compensation，2）introducing market mechanisms to encourage public participation，3）promoting new model of modernization in countryside，and 4）paving the way for multi-in-one plans.
