本文在简要介绍某市轨道交通N号线PPP项目的概况和发展历程之后,重点介绍其实施方案要点、招投标过程,特别是实施过程中的进展与困境,并就其原因进行了详细的分析,包括土地招拍挂政策的制约、社会资本方经验与能力不足、低价中标下的资金压力、联合体内部的合作摩擦等。最后总结了该项目的经验教训,如投标报价不宜作为PPP项目的主要竞争条件、不确定性大时不宜采用固定总价合同、社会资本方应具有专业工程管理能力、联合体应建立良好的合作机制等,以期对今后轨道交通PPP项目的健康发展提供参考。
<<This article elaborates main points of the execution plan and tendering process of the No.N rail transit PPP project in a Chinese city,as well as the predicaments encountered during the project execution,followed by a detailed analysis of the corresponding reasons,including constrain of land acquisition policies,incapability and inexperience of the investors,financing stress due to low bidding price and noncooperation of the consortium. Finally some lessons are learnt from the project,e.g. bidding price should not be the main bid evaluation criterion,project with much uncertainty should not adopt fix price contract,investor should have engineering management experience,consortium should have good cooperation mechanism etc,which would provide useful references for successful implementation of future rail transit PPP projects.
