In order to prevent the risks after the PPP project enters the implementation stage，ensure the smooth implementation of PPP projects and the expected output performance，both the government and the social capital should strengthen the performance management of PPP projects. For the purpose of better performance management on PPP projects，on the one hand，it is necessary to distinguish the stages （construction，operation and handover） of PPP projects，sort out the key points of performance management，and integrate the agreed contents of rights and obligations into the performance management. On the other hand，we should formulate and improve the relevant system of PPP project performance management. In addition，to build a talent team for the implementation management of PPP projects，third-party professional organizations （consulting institutions，law firms，etc.） can be used to assist if necessary.
