Concession for infrastructure and public utilities has a history of nearly 30 years in China，the meaning of the Concession mode in different historical periods is slightly different. In recent years，the criticized monopoly empowerment in the Concession mode has been weakened，the Concession mode now requires more equal partnership between the government and social investors. With the deepening of the reform of the economic system and the escalation of the contradiction between social demand and government supply，in the new period，Concession has been given new tasks. This article starts with the development history，historical evolution of Concession，and matters needing attention in Concession operations in the new period，hoping to provide relevant suggestions to project decision makers.
