Financial Close is an important milestone in PPP project development process internationally. This paper starts with the description of Financial Close concept and how it is used in PPP project development internationally，and explains its importance as the milestone concluding the PPP procurement stage and transitioning to implementation stage. The paper then addresses that the “Financial Close” concept is not explicitly used in financing and banking industry in China，however，there are similar requirements in the lending process and investment management. This paper also points out that the concept of Financial Close has entered the domestic PPP field and different terminologies have been used. It indicates that using contract signing and construction commencement as the landing mark of PPP projects has its limitations. Finally，it proposes that Financial Close should be regarded as the landing mark in the field of investment and financing，including PPP.
