On 6 June 2019，the programme “News on Livelihood” of Henan Radio and Television Station reported that，as about 4.7-hectare wheat field in Shangcai County，Henan Province was in proximity to an air quality monitoring station，local farmers were ordered by urban management officers to cut the wheat by hand，so as to avoid dust pollution and negative impact on environmental data. The report was quoted by the media through various channels and received increasing public attention. On 7 June，Publicity Department of Shangcai County Party Committee responded to the news，and arranged environmentally-friendly harvester. Henan Provincial Office of Leading Group on Pollution Prevention and Control issued a circular on the incident，as well as an emergency notice voicing strong opposition to formalism in environmental protection. The official response drove public opinions to its height on that day，which declined significantly on 8 June and subsided on 10 June. Formalism in environmental protection was criticized. The fact was discussed that the farmland which was laid idle for a long time after its expropriation and the evaluation of environmental protection was reflected on.
