On 1 October 2019，Chideng Village in Xiangfen County，Shanxi Province formulated a new set of village rules to regulate extravagant social gatherings and create a frugal and civilized social environment. The rules were announced on 6 October，and widely criticized by the public for “one size fits all” approaches after being reported by the media on 7 October. For example，it was forbidden to wear traditional mourning clothing in funerals. Otherwise，the right to transfer school and to apply for household registration would be deprived of，as well as the favorable policies targeted at poor students. Starting from 8 October，relevant departments in Xiangfen County and Dadeng Township and Chideng Village Committee made official announcements respectively，all in a candid manner，not dodging any existing problems. Thanks to government response，negative public responses gradually declined，and diminished on 12 October. Public discussions focused on the acceptability and lawfulness of village rules and regulations. The general public had high expectations towards transformation of outdated village rituals and construction of civilized village-level social environment.
