    走向高质量发展的车用氢能产业期待政策扶持——2020年中国车用氢能产...

    摘要

    为实现2030年碳排放达峰值及2060年碳中和的目标,我国需要推进低碳减排,加强可再生能源开发及应用,保障国家能源安全。发展车用氢能产业,开展燃料电池汽车示范运行,提高可再生能源制氢比例,是实现低碳减排目标的重要途径。2019年以来,随着国家层面开始研究将氢能定性为能源以及燃料电池汽车示范应用政策的出台,我国车用氢能产业顶层设计逐渐明朗。与此同时,我国燃料电池汽车示范推广力度及范围加大,优势企业积极布局,产业组织创新活跃,加氢站布局及建设加快,产业投资主体质量提升。储氢技术及产品已具备产业化能力,燃料电池技术及产品自主化取得突破,燃料电池乘用车产品创新进程加快,燃料电池商用车产品质量进一步提升。车用氢能测试验证能力建设力度加大,相关标准法规体系渐趋完善。然而,我国氢能产业战略导向尚不明朗,支持政策尚不完善,加氢站管理缺位,车用氢能供给体系不够健全。为支撑燃料电池汽车规模化示范应用,我国亟须完善车用氢能产业顶层设计及支持政策体系,推进氢能燃料电池核心技术攻关及关键部件产业化,降低燃料电池汽车生产成本和车用氢气成本,积极构建优势企业主导的产业协同模式和营造开放、竞争的示范应用环境,为燃料电池汽车产业化打好基础。

    Abstract

    To achieve the goal of peaking carbon emissions by 2030 and becoming carbon neutral by 2060,China needs to promote low-carbon emission reduction,strengthen the development and application of renewable energy,and ensure national energy security. Developing the hydrogen industry for vehicles,carrying out demonstration operations of fuel cell vehicles and increasing the proportion of hydrogen produced from renewable energy are important ways to achieve the low-carbon emission reduction targets. Since 2019,with the introduction of national policies on defining hydrogen as energy and fuel cell vehicle demonstration and operation,the top-level design of China’s automotive hydrogen industry has gradually become clear. At the same time,China’s fuel cell vehicle demonstration and promotion efforts and scope increased,advantageous enterprises active industrial layout,active industrial organization innovation,hydrogen station layout and construction accelerated,the quality of industrial investment subjects improved. Hydrogen storage technology and products have been industrialized,breakthroughs have been made in fuel cell technology and product independence,the innovation process of fuel cell passenger vehicle products has been accelerated,and fuel cell commercial vehicle products have been further improved. Efforts were intensified to build vehicle hydrogen testing and verification capacity,and relevant standards and regulations were further improved. However,China’s national hydrogen industry strategic guidance and support policies are still unclear,the hydrogen station management regulation is absent,and the vehicle hydrogen supply system is imperfect. In order to support the large-scale demonstration application of fuel cell vehicles,China needs to improve the top-level design and supporting policy system of automotive hydrogen industry,promote the key technology of hydrogen fuel cell and the industrialization of key components,reduce the production cost of hydrogen and fuel cell vehicles,actively create an open and competitive industrial cooperation model and demonstration application environment to lay a solid foundation for the industrialization of fuel cell vehicles.
