乡村中老年人的灵活就业以家庭分工和家庭协作为基础,以农业的弹性生产、地方企业灵活就业、商业和社会服务业的灵活就业等为基本形态。乡村中老年人灵活就业有三大核心机制,即以家庭伦理和家庭成员间的分工合作为纽带的动力机制,以乡村的经济和社会文化生态为依托的协作机制,以地方特色产业或外出务工为支撑的生产机制。其面临的主要问题有:人口结构不均衡发展和老龄化社会加速发展形成的叠加性挑战,外部市场变化和产业调整带来的风险和挑战,家庭伦理和家庭分工合作的代际变化对乡村社会的挑战。对此,本报告提出,高度重视县域社会的经济社会生态和整体发展;充分整合县域社会的经济社会资源,在巩固农业的基础性社会保障地位的同时,形成特色产业和特色资源协调发展的经济社会格局;尊重乡村和村民的主体地位,鼓励乡村文化的建设和发展。
<<The flexible employment of the middle-aged and elderly people in rural areas is based on family division of labor and family cooperation,and is based on flexible production in agriculture,flexible employment in local enterprises,flexible employment in commerce and social services,etc. There are three core mechanisms for the flexible employment of middle-aged and elderly people in rural areas,namely,the driving mechanism linked by family ethics and division of labor and cooperation among family members,the cooperation mechanism based on rural economy and social and cultural ecology,and the production mechanism supported by local characteristic industries or out-migrating for work. The main problems are as follows:the superimposed challenges caused by the unbalanced development of population structure and the accelerated development of aging society;the risks and challenges brought by the changes of external market and industrial adjustment;and the challenges posed by the intergenerational changes of family ethics and family division of labor and cooperation to rural society. In this regard,this report puts forward attaching great importance to the economic and social ecology and overall development of county society;To fully integrate the economic and social resources of the county society,to form an economic and social pattern of coordinated development of characteristic industries and characteristic resources while consolidating the basic social security status of agriculture;We will respect the dominant position of villages and villagers and encourage the construction and development of rural culture.
