2020年是我国5G进入商用和建设的第二年,上海作为改革开放的排头兵和创新发展的先行者,成为同时被三大运营商选中布局的唯一城市,在5G产业链协同创新与应用场景建设方面超前布局。上海将5G网络建设作为具有上海特色的新基建重点领域之一,近年来先后发布了一系列支持5G通信产业发展的政策。上海在5G通信基站设备及网络的建设与投资方面已经走在全国的前列,目前已经成为全国5G基站部署最多的城市,其应用场景也包含车联网、新型信息消费、5G+医疗、智能政务等创新性强、示范效果好的领域。本报告在梳理上述上海5G通信产业发展与应用场景建设的基础上提出未来上海将在5G核心技术、应用场景、产业融合三大方向继续发展,并指出未来发展中可能存在的问题,包括基站布建密度大幅提升增加了基站建设与运营的成本、网络架构重建带来建设成本与信息安全方面的挑战、超前应用场景中相关法律法规滞后等。最后,提出相应的政策建议,为上海以5G通信产业为引领、推动经济高质量发展提供研究支持。
<<2020 is the second year of our 5G industry entering into business and construction. As the pioneer of reform and opening-up,Shanghai has become the only city selected by the three major operators at the same time,leading the layout in the collaborative innovation of 5G industry chain and the construction of application scenarios. In recent years,Shanghai has issued a series of policies to support the development of 5G communication industry. Shanghai has been in the forefront of the country on the construction and investment of 5G communication. At present,Shanghai has become the city with the most deployment of 5g base stations in the country,and its application scenarios also include the fields with strong innovation and good demonstration effect,such as Internet of vehicles,new information consumption,5g + medical,intelligent government,etc. Based on combing the development and application scenario construction of Shanghai 5G communication industry,this paper proposes that Shanghai will continue to develop in the three major directions of 5G core technology,application scenario and industrial integration in the future. Then,this paper points out the possible problems in the future development,including the significant increase of base station construction density,which increases the cost of base station construction and operation,and the problem of information security brought by network architecture reconstruction. Finally,the paper puts forward corresponding policy suggestions to provide research support for Shanghai to take 5g communication industry as the lead and promote high-quality economic development.
