当前我国就业形势依然严峻,就业的结构性矛盾突出。特别是新冠肺炎疫情的暴发,一方面增加了企业运行面临的外部环境的不确定性,另一方面“倒逼”企业升级,并在一定时间内使技术进步对就业带来的挤出效应会大于补偿效应,完善灵活用工市场不仅有利于降低中小民营企业用工成本,更给国家宏观层面上稳定就业、推动经济复苏和劳动力供给侧改革提供了新的路径。本报告基于疫情期间对上海100多家在线新经济领域民营企业的调研,发现企业对于灵活用工“既爱又怕”的矛盾心理:一方面企业看到了灵活用工可降低企业用工成本,另一方面企业担心难以达到预期效果并承担潜在用工制度风险。本报告从灵活用工在抗疫前后期所表现的重要性出发,梳理了我国灵活用工的政策演进和制度环境,并根据实际调研情况分析企业灵活用工的制度阻碍和核心需求,总结和对比国际上灵活用工制度的改革内容和政策成效,最后从政策支持、第三方专业服务、积极财政政策等方面提出完善灵活用工市场的建议。
<<At present,China is still facing great employment pressure with prominent structural contradictions. Especially,COVID-19 has increased the uncertainty of enterprises’ development environment. In addition,technological advances may produce greater crowding-out effect than compensation effect in some periods of firms’ upgrading. On this background,the improvement of flexible employment market can be beneficial to reduce the costs of small and medium-sized private enterprises,meanwhile providing a new path to stabilize national macro-level employment,promote economic recovery and labor supply-side reform. According to the questionnaires from more than 100 Shanghai private enterprises involved in online new economy during COVID-19,we find that these enterprises have ambivalence to flexible employment. On one hand,flexible employment can reduce production costs. On the other hand,they are worried about failing to achieve the desired results and taking risks of potential employment system. The paper combs the policies and institutional environment of flexible employment,furtherly analyze the institutional obstacles and core demands of enterprises for flexible employment from the actual investigation. By summarizing and comparing the international reform contents and policy effects,we finally make suggestions from the policy support,third-party professional service construction and the active fiscal policies.
