The national cultural and art foundation is an important force supporting the development of artistic innovation. In foreign countries，some cultural powers such as the United States，Britain，Australia，and Canada have realized the separation of art management and art funding by establishing a fund support system centered on national art foundations or art committees，and promoted the follow-up participation of social forces. It has formed an important support system to promote the inheritance and development of art. In China，the development of state-level art funds started late，the art funding system is still not perfect，and the funding effect needs to be improved. Drawing on the organizational construction and operation mode of the western national cultural and art foundation，it has important reference significance for promoting the establishment of the national art fund support system in China.
