How to serve innovation and entrepreneurship in the public cultural service system is a new important issue in the period of innovation-driven development，different public cultural venues have different resources and capacity，this paper will take the library which has carried out innovation and entrepreneurship service as an example，to explore the feasible path of public cultural institutions. Based on the theory of synergy theory，and with the collaboration of library and science and technology incubator as the empirical case analysis，the feasible path of the construction of the innovation and entrepreneurship service system of public libraries is put forward. On the basis of expounding the theory of synergy，this paper probes into the characteristics of the collaborative evolution of the innovation and entrepreneurship service of library and technology incubator. According to the different forms of collaboration，it analyzes the four effects of the synergy between library and technology incubator，and further Different synergies are compared to provide useful development ideas for the service upgrade and transformation of libraries in promoting innovation-driven development strategies.
