The tourism industry with low carbon and environmental protection has become another green growth pole to promote China’s economic development. With the establishment of the Ministry of Culture and Tourism，the integration of culture and tourism will be further deepened. After investigating the current situation of the development of tourism industry in China，this paper summarizes the problems existing in Xiangyang cultural tourism on the basis of questionnaires，and explores the specific ways to solve the problems by using local documents of public libraries，thus providing a referential result for the development of cultural tourism integration.
