In recent years，Henan Province has proposed to focus on key industries and key fields，actively guide enterprises，colleges and universities，scientific research institutions and other subjects to establish industrial technology innovation strategic alliance，break through the core technology of industrial development，and enhance the overall competitiveness of the industry. However，the cities in Henan Province still have not established a long-term mechanism of industry university research cooperation and a sound science and technology intermediary service system，the transfer and transformation mechanism of scientific and technological achievements is not smooth，and the innovation chain and industrial chain are not effectively integrated. Therefore，we should vigorously develop the science and technology service industry，further improve the innovation ecosystem，accelerate the construction of a new open innovation system combining “government，industry，University and research”，create a market-oriented operation system of science and technology finance，and smooth the development channel of innovation linkage among cities，We should improve the efficiency of the agglomeration development of science and technology innovation centers，and further enhance the industrial basic capacity and improve the level of the industrial chain by accelerating the implementation of independent innovation.
