Scientific and technological innovation is the core competitiveness of urban development. In recent years，Henan Province has continuously increased the support for the development of scientific and technological innovation，and the strength of urban scientific and technological innovation has been significantly enhanced. But at the same time，there are still some outstanding problems in the urban science and technology innovation of Henan Province，such as the absolute strength is weak，the overall level is relatively backward，and the spatial difference is significant. Therefore，this paper puts forward some targeted countermeasures and suggestions，such as implementing the overall and partial development strategy，increasing the support of scientific and technological innovation talents，optimizing the allocation of financial funds for scientific and technological innovation，and creating a good environment for scientific and technological innovation.
