After decades of rapid development，China’s urban expansion era of large-scale construction has passed. The primary task of urban development has changed from spatial growth and production efficiency to continuous optimization and refined operation and management of stock space. Actively exploring and innovating urban management and improving urban management level have become issues that urban managers must face and think about. This paper summarizes the practice and exploration of urban management innovation in Henan Province，and puts forward the path selection and relevant countermeasures and suggestions from the aspects of concept innovation and system innovation.
