This report is a systematic and comprehensive summary of the evolution of Beijing’s policy on promoting outbound investment of enterprises. Firstly，the overall evolution of Beijing’s policy on promoting outbound investment is divided into five stages：exploration，initial development，adjustment and improvement，rapid development，and healthy standard development. Secondly，the transformation process of foreign exchange management system，investment approval procedures，financial and insurance policies，guarantee government service system and other specific policies for outbound investment from scratch is discussed. This report analyzes that although Beijing has made significant achievements in the scale of outbound investment，investment regions，and investment industries in recent years，there are still a series of problems in the outbound investment promotion policy system under the new international situation，which to some extent restrict the strategy of Beijing enterprises to “go out”. Beijing should further improve the outbound investment promotion policy system in terms of optimizing the investment environment，strengthening international coordination，improving the support system and strengthening supervision.
