Although the “enclave economy” has a long history，there is no bright flower in the central Plains. At present，Henan province has a heavy industrial structure，limited environmental capacity and obvious factor constraints. Therefore，the transformation，development and optimization and upgrading of the manufacturing industry are facing great difficulties. On the one hand，the “Dual enclaves mode” is committed to flying into the high-tech industry，on the other hand，it aims to fly out of the traditional industry，which can solve the double-sided confusion of transformation and upgrading. In this paper，the necessity and feasibility of the enclave economic model and case study，as well as the cooperation path are studied in detail，hoping to provide some enlightenment for the current transformation and upgrading of the manufacturing industry.
