经过30年的大规模开发开放,浦东的城市建设用地规模已经接近“天花板”,为破解这一瓶颈,浦东区委、区政府提出了“经济总量倍增”与“土地效益倍增”等“五大倍增行动”。此战略不但具有经济现实基础,而且顺应了上海市土地集约化利用的一系列政策要求。从提高土地效益的实际来看,浦东新区在城市规划、土地管理、土地集约化利用、土地整治与土地信息化等方面都取得了显著成效,但是也存在土地更新改造形式较单一、土地更新改造项目的审批流程不够规范统一、土地更新改造的总体谋划需要加强、土地更新改造的激励与约束机制还不够健全、土地全生命周期管理机制还需完善等问题。为加快浦东新区土地效益倍增的速度,需要提高项目办理速度、加强对全区存量用地更新改造的谋划、提高项目主体进行更新改造的积极性与主动性、推动土地全生命周期治理常态化、突破土地更新改造项目的一些瓶颈。
<<After 30 years of large-scale development and opening up,Pudong’s urban construction land has been close to the “ceiling”. In order to solve this bottleneck,Pudong Committee and Government proposed the “Five Multiplication Actions” such as “economic aggregates multiplication” and “land efficiency multiplication”. This strategy not only has the basis of economic reality,but also complies with a series of policy requirements for the intensive use of land in Shanghai. From the perspective of improving land efficiency,Pudong New Area has achieved remarkable results in urban planning,land management,land intensive use,land improvement and land informationization,however,there are also problems such as the land renewal form is single,project approval process is not standardized and unified,the overall plan needs to be strengthened,the incentive and constraint mechanism is not perfect and the full life cycle management mechanism of land need to be improved. In order to multiply land benefits in Pudong New Area,it is necessary to improve the project processing speed,come up with more ideas for the renewal and reconstruction of the existing land in the whole district,promote the enthusiasm and initiative of the project renewal and renovation,develop the normalization of land life cycle governance,and break through some bottlenecks in the land renewal and reconstruction project.
