The main body of new-type agricultural management has become the backbone of agricultural modernization. However，in the process of cultivating and upgrading the main body of new-type agricultural management，it is also faced with the problems of unclear property rights of rural land and the land rent required by small-scale part-time farmers to transfer out of agricultural land is higher than the market rent. At the same time，the lag of rural financial system reform and the lag of agricultural socialized service development are also urgent problems to be solved at present. In view of these problems，this report puts forward corresponding policy suggestions.
