Comprehensively promoting high-quality development and promoting the revitalization of rural industries will become the core task of China’s agricultural development during the 14th Five-Year Plan. Cultivating industrial clusters with advantages and characteristics is an important starting point to successfully complete the target tasks. In order to cultivate agricultural industry clusters with advantages and characteristics in Henan，we should grasp the general trend of agricultural industry development，build large-scale，green and digital clusters，and create innovative and sharing clusters.
