The ecological protection and high-quality development of the the Yellow River River Valley is a strategic plan made by general secretary Xi Jinping standing at the height of the 5000 years of civilization of the Chinese Nation. It is of great significance to the Chinese Nation and is a grand strategy and a great chess game. In view of the overall situation of the Yellow River，as the “bean curd waist” of the “copper head and iron tail” of the Yellow River，the Yellow River enters the plain from the mountainous areas from Henan Province，the water flow slows down and the water surface widens. The reservoir，dike，river engineering and flood detention area，which are mainly aimed at flood control，constitute an important basis for ecological protection and high-quality development of the Yellow River Basin. In recent years，the local economic development and the Yellow River water ecological protection have been in constant conflict. The upper and lower reaches of the Yellow River，the left and right banks，and the main and tributaries of the Yellow River belong to different administrative regions，which lead to some difficulties and problems in the unified law enforcement of ecological protection in the Yellow River Basin. These problems need to be solved in a unified and coordinated way under the guidance of river basin governance and coordinated development thinking.
