Under the current trial mechanism of environmental resources，the ambiguous positioning of judicial institutions，scattered case distribution，loose allocation of professionals and lack of special assessment mechanism lead to the sluggish progress of environmental resources trial specialization，while there is still a poor connection between the ecological environmental damage compensation litigation procedure and environmental civil public interest litigation. The shackles of trial brought by the unclear scope of cases，single case types，obvious underclass of criminal groups and insufficient consideration of ecological value in public welfare compensation have become increasingly prominent，which seriously deviate from the modernization process of environmental resources trial system and trial ability，hinder the overall strategic layout of ecological protection and high-quality development in the Yellow River Basin，and enhance the specialization level of environmental resources trial through the construction of specialized trial institutions and professional trial teams. In addition，it supplements and corrects the current legal provisions on compensation for ecological environment damage，and creates and improves the relief and accountability mechanism for compensation for ecological environment damage，so as to reshape the litigation procedure for compensation for ecological environment damage. At the same time，through departmental linkage，fund management and technical support，the supporting governance mechanism of multi-linkage of environmental resources trial was explored to provide a strong guarantee for the benign operation of environmental resources trial mechanism in the Yellow River Basin ecological protection and high-quality development strategy.
