Perfecting the legal system of the Yellow River Basin and strengthening the modernization of the legal governance capacity of the Yellow River Basin are the important guarantee for realizing the ecological conservation and high-quality development of the Yellow River Basin. Starting from the characteristics of the Yellow River Basin，this paper analyzes the current situation and existing problems of the legal system construction in the Yellow River Basin，analyzes in detail the necessity of constructing the legal system of the Yellow River Basin with Yellow River Law as the core，and puts forward some suggestions for the scientific formulation of Yellow River Law.
